International Code Council (ICC)
In 2003, the City of Phoenix had started the process of updating
its building building code. Several codes had been excluded
from the decision process, leading the City of Phoenix the down
a path to choose an untested code that had only been implemented
in one small city in Texas. Other building codes such as
the ones that had been developed by the International Code
Council had been used in the past and wanted an opportunity
to be considered.
An informational/educational grassroots campaign combined with
outreach to local business and construction leaders from
across the City to let them know what is going on and get them engaged
in the Building code process.
The first step was getting the International Code Council's
foot in the door. It had been previously decided that only
one code would be considered for adoption. Through our
work with our coalition and the code development council, we
were able to get the committee to add the ICC codes as part of
the consideration. After the ICC was allowed to be part
of the consideration, our plan was to show that the ICC
codes were superior and that they worked better in conjunction
with all of the surrounding cities.
Success.
The highly effective outreach campaign were both key components
in educating the industry about the different building codes and
eventually getting the ICC codes adopted by the Phoenix City Council
in 2004.
